At the Connected Africa Summit (CAS) 2025 in Diani, Kenya, the National Digital Literacy Skills Curriculum was launched, a transformative initiative to standardise digital skills training and empower Kenyans for the digital era.

The curriculum was launched by Hon. William Kabogo Gitau, Cabinet Secretary for Information, Communications, and the Digital Economy, at the 14th CAS 2025.

Developed through a partnership between KICTANet, ACWICT, and the British Council, with support from the UK’s Digital Access Programme (UK DAP), it builds on a successful pilot by KICTANet’s Strengthening Digital Communities (SDC) project in underserved regions like Mandera and Busia, backed by the UK government and British High Commission in Nairobi.

Kenya’s Digital Literacy Plan Targets 20 Million

Purpose and Scope

Designed to bridge the digital divide, the curriculum prioritises women, youth, and informal sector workers, enhancing their access to technology and digital skills.

The curriculum targets 20 million digitally empowered citizens by 2032, a flagship initiative under the Kenya National Digital Master Plan.

Through the Strengthening Digital Communities Project, over 600,000 citizens have already benefited, with a focus on practical skills for everyday life and economic empowerment.

Curriculum Framework

Structured across four levels—foundation, basic, intermediate, and advanced—the curriculum emphasises foundational and basic skills for widespread accessibility. It offers practical training in real-world applications, such as using smartphones for business, accessing public Wi-Fi, comparing online market prices, and leveraging social media for marketing.

The program tackles barriers like device affordability, internet access, and electricity availability while empowering citizens to use digital tools effectively.

The National Digital Literacy Skills Curriculum is a step toward an inclusive digital future for Kenya. Developed collaboratively, it offers practical training and prioritises underserved communities, driving Kenya’s digital transformation and empowering citizens to succeed in the digital era.
